When Haiti is developed and transformed:

• The Constitution and the laws of the country will be modified (Constitutional Referendum). There will be decentralization. Each department will be responsible for economic development, local elections, and being financially self-sufficient.

• The whole country will have 100% political stability. Political parties will be reduced from 3 to 4 or 5 parties for more.

• A decentralized government system by departments throughout the country will have one elected senator.

• The Police and Justice Department will be independent without being involved in political matters.

• There will be justice for all.

• There is work for everyone with a reasonable and fair daily wage.

• Everyone has medical insurance coverage and can access credit.

• A modern agriculture with the specialty of local food production as a priority. The fields produced in the rainy season as well as in the dry season with irrigation systems when there is no rain. All people can eat 3 times a day with a balanced intake. Food becomes a essential obligation rather than a luxury. The state controls the price and expiration date of food the supermarkets. There are state stores.

• Everyone will be able to eat 3 times a day and food is no longer a luxury.

• Everyone will have access to:

  • Potable water;

  • Public hospitals. All medicines are under state supervision;

  • Asphalted or concrete roads;

  • Electricity 24/7;

  • Education with free national primary schools and subsidized modern state universities;

  • And leadership courses taught in all schools.

• Haitian Creole will be the official language in all private and public offices.

• There will be a responsible and stable government that guarantees:

  • Individual freedom of each person without distinction, without prejudice, without discrimination socially and economically;

  • Family housing security;

  • Safe electrical power without worry;

  • Freedom of travel without fear during the day or at night;

  • A clean public market. Vendors pay for space used and trustees pay for management monitoring the operation of the market;

  • Public transportation is modern and controlled by the state;

  • Controlled breeding;

  • Everyone knows their rights, respects the rights of others, and fulfills their civic duties;

  • Everyone pays taxes;

  • The State controls and secures all ports, customs, and airports against drugs, illegal weapons, deportation;

  • The State sanctions all criminals and malicious individuals who disturb the peace and public voice;

  • The State controls and respects citizens' taxes and the country's resources;

  • The State guarantees and controls the buying and selling power of all citizens of the country;

  • The State guarantees and controls all historical monuments and border areas of the country;

  • The State will control the circulation of all vehicles.
